I need help

I need help sending a picture.  I am using GIMP 2 to scale it.  The scale says 128 by 96.  What am I doing wrong.

It should show if it is inches or pixels or whatever. Right click on the photo and go down to properties and click on that, it should give you a size in mb or kb, so you can see if it meets the required size.

When You open it up it is still the size of of the thumb nail.

Hey Gene, Your picture is around 14 kb, It can be up to 128 kb. The larger it is, the better we can see it.

What program did you use to get it down to 14 kb?
Never mind, I see you used Gimp. Do you have Microsoft office  picture manager?

no I don't.  I have print shop and coral draw 12.
