been thinking of tring some picture puzzles or steves doller bill puzzle.Is it necessary to spray the puzzle before {or after] with a laquer or something to keep the edges of the pieces from peeling back with use?

Most folks that I know that do jigsaw puzzles use a product called triple thick glaze from krylon. Yes spray it and let it cure prior to cutting. You can also use a product called mod podge, or shellac.
