I think you are correct but it has an LED so it must be an electronic blade leveler.

One of two things, its either to check that your square is square if it is the led lights up. Or tells you the blade in the scroll saw is 90 to the table if its the led lights up, would my guesses.

Blade square to table checker. When each bolt head touches blade circuit is complete and the led comes on. Level bolt heads with the square and give it the ole smoke test.

Did anyone notice he had some kind of crank mechanism attached to his Seyco, to move the tilt the head? I want to know more about that.

Yes I saw that crank and believe you are right that’s its for the tilting head, I wonder if I could reg that up on my jet, RJ
