I tried a router speed control on a drill press (the variable speed circuit board has crashed) I could control the speed, however when the speed decreased, so did the power. I'm not sure how big a factor this might play with a scroll saw.

Be careful putting a variable control on your saw.
Generally, if the saw motor uses brushes, you can use a control. if it does not have brushes, a rheostat type speed control could ruin the motor.
