Changing a File type ??

What is the procedure to change a downloaded file to another format?  Tks.... :+}

Reason I ask is I have used Inkscape procedures to be able to make the cut out
area a light gray and the cut line red.  Fill and Stroke thing.  I have a file that I
downloaded which is a PDF file and I CANNOT go thru the procedures to do this.

What is a PDF FILE?
What is a JPG FILE?                Thank Yas again....  Danny  :+}

A PDF file is in a Portable Document Format created by Adobe for controlling the content of a document. When you get an image in a PDF and open it in Adobe Acrobat, you can go to Edit->Take A Snapshot and it will let you outline and copy a section of the file. You can then Paste it into GIMP to edit it, use Save as... to save it  it as a jpg or gif file, then load it into Inkscape to play with. Save from Inkscape as SVG

PDF = Portable Document Format
JPG = JPEG = Joint Photographic Experts Group - a compressed photo format.
BMP = Bitmap, an uncompressed photo format.
GIF = Graphics Interchange Format.
SVG = Scalable Vector Graphic

if you go here   http://online.rapidresizer.com/convert-pdf-to-image.php

you can convert the pdf to a jpg image then import to inkscape trace the bit map and you can change the colour at will
thats how I do it anyway
another way is to print the pdf, then scan it back in and it will save as a jpg
