I like going to wikimedia commons and just type words in the search box like, "unique stencils" or just type "stencil(s)" or doing a google search for free stencils.  In some cases I'll find a picture or stencil I really like and email the artist for permission to use it.  Everytime I've done that the artist is really flattered and only asks to get credit for the artwork or a picture of the finished scroll work.  Because what I do is for personal use and not mass produced, the artists are very willing to share their work.
