my question is:

what didn't he glue of the bottom before cutting out the outside edge?  He had to repeat cutting the outside edge, wood thickness would be the same as he cut through the orginal side to get close to the line.

I believe he did it that way because his bottom piece was considerably smaller than the blank he used on the sides.  To insure that it was lined up, he cut the outside perimiter twice.  The first time was to make it similar in size to the blank he was using for the bottom.  You are correct, he could have cut the outside perimiter only once if he had similar sized pieces or wished to measure to line up the blanks.

after thinking about it.

without the bottom on, you can drum sand the inside of the dish.

then add the bottom and drum sand the outside.

That's what I would do.

When making scroll saw bowls It is really useful to not glue the bottom on until the inside has been sanded.
