New to Photoshopping Pictures

I would like to learn how to Photoshop a picture and cut it out.  Any info on which Photoshop I should look into getting, where to get it, how to get started?  Thanks in advance!

Hi Danny, I do not own Photoshop, unfortunately, I cannot afford it. But that is not the end of the world, there are free programs out there that will probably do what you want. One of those is called GIMP. I have included a link for you to read and see if any of the programs would be what you are after.
