Assuming the numbers would go on the edge of the table so the waitress could see them, I would cut them out if 1/4" hard wood of a contrasting color to the table. As far as how to affix them to the table you could use glue, epoxy, or pre-drill and use small screws or nails but that would be up to the owner.
