What can I apply to my picture(before cutting?) to seal it, some of the printer ink these days is cheap and fades, runs with water on it, ect.

Spray it with polyurethane before cutting. Be sure to have it laying flat and not get too much poly on it and get runs. Two or three light coats should help a lot.
