Best photo paper to use when cutting jig saw puzzle from photos

I purchased Steve's jig saw puzzle book for cutting jig saw puzzles from photos. Turns out not to be as difficult a cut as I had anticipated. For the photo, I printed the photo on high glossy paper because it is a thicker and stronger paper. Used #2 blade. However, cutting through the photo paper, after cut out was finished, it left the edges of the paper a bit ragged. Not too bad but I was wondering what is the best paper to use or what to do to minimize the ragged edge on photo paper.

I've found that the thinner, cheaper photo paper works better.  I usually cut 2 photos at a time and put either a piece of 1/8" Baltic birch or a heavy piece of card stock on the top and adhere my pattern to that.  I've done a bunch of these to send to soldiers overseas.

I also have found that the thinner paper works better for puzzles. There must be fewer paper layers on the cheap stuff. The thicker wants to de-laminate when cut.
