What happened? !!911!!

I can't figure out whats going on. I stripped the paint off this dresser. Stained it red mahagony and it went on fine. Let it dry for like a day and a half, applied a coat of spray on poly and it went on fine. Let it dry like a day and a half also. Applied a second coat of poly and this happened. I've sanded it down like 3 times already and reapplied the poly and it looks like this every time. I only have one more day to get it ready, it's for my BIL, he wants to ad jewelry holders to the inside of the drawers and give it to his wife for Christmas. I'm at a loss, don't know what to do short of re-stripping this side. This is the only spot on the whole dresser that did this. Any thoughts? Sorry for the poor pic, I had to resize it like 4 times cuz it wouldn't post! But you can see the white strips around the side and in the middle.

It could of been contaminated by silicone. It is commonly used in furniture polish.

Inclined to agree with Dan. It certainly looks like there's been a reaction to something there. Is it possible your stain is leaching through to your top coat ??. Seen that happening quite often.

Something is defiantly coming out of the wood. I have had great success applying a couple coats of lacquer first to the area and then poly over the lacquer. The lacquer seems to seal it.  :)
