You move the scrollsaw angle to the point where the blade is between the width of each section with the top of the blade touching one line and the bottom of the blade touching the other line correct ?

yes, or calculate the angle: arctan(ring width/board thickness).

Ok using the oval bowl design from Steve Goode if I do the arctan(RW/BW) I get 18.4 if I use the method of going inbetween the lines I get about 15 Degrees. The Pattern states 20 degrees which is what I did for my second project I had it set to 20 degrees. So if I were to make another one which would I use 18 or 15 to get more of an accurate angle ? I used a #7 blade to determine it using the method of tilting the scrollsaw inbetween.

If it's a Carole Roberts design, she rounds the angle UP.

18.4 deg is for a 1/4" ring on a 3/4" board. If you are measuring 15 degrees when you eyeball it, you should think about why it is that far off. 15 degrees would be a 0.20" ring on a 0.75" board.

Another trick Carole uses, that I found really works well, is to use only the outer ring from the pattern. After the outer ring is cut out, use the bottom inner edge that ring to mark the next ring to be cut, and keep working your way in doing that. That way, if you wiggled a little in your any cut, you will follow that wiggle for the subsequent cuts. You get better alignment and the angle doesn't much matter.

well it is 1/4 and 3/4 board I did the 15 Degree ( or so its not exactly at 15 degrees ) and the pieces look to fit really nicely with each other. They will need a little bit of sanding but not as much as the first one did ). Btw its Steve Goode's Oval Bowl That Im refering to.
