Inkscape, An Open Source vector graphics editor, with capabilities similar to Illustrator, CorelDraw, or Xara X, using the W3C standard Scalable Vector Graphics (SVG) file format.

It is free and I use it to design my patterns. It will do what you want and much more.  8)  8)  8)

Good idea, necessity is the mother of all inventions. Try using an old clothes dryer motor and fan. Vent it to the outside. Very low noise.  8)

That is what I'm thinking. Chips, is that a pattern for cutting or the actual clock face on paper. If it is the clock face, just make sure what ever glue you us is permanent.  8)
