I live in the U.S.A. and my saw looks quite similar to what you are asking about.  I love it because of Religious reasons.  I'm a Devout Cheapskate!!
http://www.menards.com/main/tools-hardware/power-tools/saws/c-9082.htm  Scroll to "Performax 16"    To see things that you can do with an inexpensive saw, click "Gallery" on this site, go to page 2 and look at things by jerry1939.  It uses a cap screw with an allen head & a T shaped wrench to clamp the blades.  Eventually the inside of the top cap screw wears round and needs to be replaced.  I watched this video & now use it for the top clamp:  https://www.youtube.com/watch?v=RxHRYPCJtzQ   A bicycle shop sold me the used part for 1 dollar.  Then I had to saw off most of the shaft and paid a machine shop $7.50 to thread it.

LOVE IT.  Should have done it sooner.

My saw is variable speed.  Don't know about a 2 speed, however, I usually set the speed and let it there.

For the back, I take a drill bit and wrap masking tape around it for a "depth gauge."  If I know it will hang perfectly vertical, I drill one hole.  (Same principle as the keyhole router bit.)  Otherwise, drill 2 or more & cut between them with a chisel.  Flatten the bottom with a narrow chisel.

Re:  The Light (or lack of.)  I take a CD and cut a 1/2" channel from the outer edge to the center.  If needed, I lay this on the table to act as a mirror, to shine the overhead light up, onto the bottom of the wood.

DO NOT put tape on the CD when cutting.  It pulls the coating right off of the CD, leaving you with just clear plastic.

When threading the blade, it also helps to rotate the wood so that you have the least amount of distance from the edge of the wood to the hole you are looking for.

Hi,  I posted the original article.  You know the definition of an idiot??  Someone that makes the same mistake twice.  Yep, didn't wear goggles again today and got 3M on my glasses.

However,  I found out that you don't need to use a toothbrush.  Just toothpaste & fingers.

For years, I have been using cans of spray paint.  For scrolling, I use the blue painters tape & 3M adhesive method.  I wear protective goggles to keep the spray from coming back and getting on my plastic lenses eyeglasses. 

Occasionally, some un-named idiot will forget to put on the goggles.  If so, take an old toothbrush and toothpaste & scrub the lenses.  Works great !!!!!!!!
