By placing the dado in you give greater gluing surface and alleviate the problem of two tone stains.  You always have a clean surface to glue too.  Place the dado after staining of course.  You can do stop dadoes as well.  Make the base slightly longer than the "craft" piece and insert it into dado, or use wooden dowels and they 2 parts will never come apart.

I've never encountered any "flying debris" when a blade breaks.  I suppose it could happen.  It just normally startles the crap out of me.  I change the blade when I notice I'm forcing the wood or my neck or forearm muscles seem to be getting tired, or if I notice a major change in burning of the wood.

I'd definitely switch to the #5.  Poplar is rather dense to begin with.  And like mentioned make sure you have enough tension.

Periodically I (I'm not Steve but) strain mine through a couple of coffee filters usually 3 to get out some sludge building up in the bottom and just keep using it and adding to it.
