Title: Help needed

I want to build a box fitted with a wooden combination lock, I can build the lock no problem but I have no idea how to print the dial. It needs to be 3 inches diameter with 25 lined segments numbered 0-24. Can anyone help?
I have photoshop but can't figure out how to do it.

if you cut out all the "gray space" between the numbers you have all the numbers.
is this what you are looking for?

will be pretty small, 24 numbers on 3"
the number 1 will be 2mm thick.
